rogues

rogues are a (too) big nuisance right now, imho. Also, people are too afraid of losing their ships (more than losing their planet)

some ideas:
* put a self destruct timer in ships that starts after a hw is lost
* give people a choice after hw is destroyed: go rogue and lose self reps, or get a new (level 2? 3?) ship and join another legion.
* have their self rep work only at half capacity or not at all

How about: give rogues the ability to carry a portion of scrap to enable themselves to self repair (the thought behind this is that they are cut off from legion supply so have to fend for themselves).

Have scrap = can self rep until scrap runs out
No scrap = no self repair and have to go somewhere and get scrap.

IB, did you mean people without a HW are a nuisance or true rogues?

I dunno, I see how they can be annoying, but I like them as well.. Maybe make it indeed like Spyderwolve suggested with the scrap for selfrepping and then 1 scrap equals 5 HP or something (seeing how little scrap there is generated atm)
