* Move stuff from footer to header
It's annoying to look for important information in different places. HP, location, moves, score and new messages should show near tick number and time to next tick.

* Make "new messages" notification clickable, leading to comms page.
I've actually clicked it lots of time, expecting it to lead there.

* Integrate Legion Controls into the interface
- Scans could be an extra button on the NavCom page, as well on the Scanners page
- Ships could be an extra button on the Scanners page
- Legion news could be a button below legion news on Ship Computer
- Council could be a button near where the council is displayed on Ship Computer
- Legion report could be a button on Rankings, near Legion Level Counts
- Top Squadrons could be a button on Ship Computer, next to Squadron, or on Rankings
- Activity could be a button close to Council
- Ship preference I'm not sure about, an option could be close to Legion Level Counts and Legion Ship Counts

I'm pretty sure I'll come up with more improvements
